On the subject of people idling on servers, haven't Valve started (or going to start) 'punishing' them, by taking away any items recieved during hours they were idling?
Yes, that was a recent update carried out that stopped external applications obtaining hats for the player - not idling normally in servers.
In the Podcast I express ways of them being able to stop it (like a verification code style action) but there hasn't been anything to show idling would be stopped.

Sure I read that somewhere.
Basically, with the external idling programme, Valve removed the items earned as it was a third party programme. However, because people are idling within the game and the general rules of the system, the current consensus is that Valve won't punish idlers. Although, Valve have never made a statement on this form of idling being ok or otherwise.
People seem split between those that consider idling cheating or wrong and those that just see it as a way of getting items from a system they consider broken.
